In the economic field, the People's Committee of the commune performs the following tasks and powers:

1. Develop annual socio-economic development plans and submit them to the People's Council of the same level for approval and submission to the District People's Committee for approval; organize the implementation of such plans;

2. Prepare estimates of state budget revenue in the locality; estimates of local budget revenue and expenditure and plans for allocating the budget estimate at one's level; estimate adjustments to the local budget when necessary and prepare local budget settlements to submit to the People's Council of the same level for decision and report to the People's Committee and the directly superior financial agency;

3. Organize the implementation of local budgets, coordinate with superior state agencies in managing state budgets in communes and towns and report on state budgets according to law;

4. Manage and use the land fund reasonably and effectively to serve local public needs; build and manage public works, roads, headquarters, schools, medical stations, electricity and water works according to the provisions of law;

5. Mobilize contributions from organizations and individuals to invest in the construction of infrastructure works of communes and towns on the principles of democracy and voluntariness. The management of these contributions must be public, inspected, controlled and ensure that they are used for the right purposes and in accordance with the provisions of law.

In the fields of agriculture, forestry, fishery, irrigation and small-scale industry, the People's Committee of the commune performs the following tasks and powers:

1. Organize and guide the implementation of programs, plans, and projects to encourage the development and application of scientific and technological advances to develop production and guide farmers to transform economic structures, crops, and livestock in production according to general planning and plans and prevent and control diseases of crops and livestock;

2. Organize the construction of small irrigation works; carry out the repair and protection of dikes and forests; prevent and overcome the consequences of natural disasters, storms and floods; promptly prevent violations of the law on dike protection and forest protection in the locality;

3. Manage, inspect and protect the use of water resources in the area according to the provisions of law;

4. Organize and guide the exploitation and development of traditional industries and occupations in the locality and organize the application of scientific and technological advances to develop new industries and occupations.

In the fields of construction and transportation, the People's Committee of the commune performs the following tasks and powers:

1. Organize the construction and repair of roads in the commune according to decentralization;

2. Manage construction, grant construction permits for individual houses in rural residential areas according to the provisions of law, inspect the implementation of construction laws and handle violations of the law according to the authority prescribed by law;

3. Organize the protection, inspection and handling of violations of traffic routes and other local infrastructure works according to the provisions of law;

4. Mobilize voluntary contributions from people to build roads, bridges and culverts in the commune according to the provisions of law.

In the fields of education, health, society, culture and sports, the People's Committee of the commune performs the following tasks and powers:

1. Implement the plan for developing local education; coordinate with schools to mobilize children to enter first grade at the right age; organize cultural supplementary classes and eliminate illiteracy for people of the right age;

2. Organize the construction, management and inspection of the activities of local nurseries, kindergartens and preschools; coordinate with the People's Committees at higher levels to manage primary schools and secondary schools in the area;

3. Organize the implementation of assigned basic health, population, and family planning programs; mobilize people to maintain hygiene; prevent and control epidemics;

4. Build movements and organize cultural, physical training and sports activities; organize traditional festivals, protect and promote the value of historical - cultural relics and scenic spots in the locality according to the provisions of law;

5. Implement policies and regimes for war invalids, sick soldiers, families of martyrs, people and families with meritorious services to the country according to the provisions of law;

6. Organize charitable and humanitarian activities; mobilize people to help disadvantaged families, lonely elderly people, disabled people, homeless orphans; organize forms of nurturing and caring for policy beneficiaries in the locality according to the provisions of law;

7. Managing, protecting, and renovating martyrs' cemeteries; planning and managing local cemeteries.

In the fields of national defense, security, order, social safety and law enforcement in the locality, the People's Committee of the commune performs the following tasks and powers:

1. Organize propaganda and education to build national defense for all people, build fighting villages in local defense zones;

2. Carry out military service and recruitment work according to plan; register and manage reserve soldiers; organize the construction, training and use of local militia and self-defense forces;

3. Implement measures to ensure security, order and social safety; build a strong mass movement to protect national security; implement measures to prevent and combat crimes, social evils and other violations of the law in the locality;

4. Manage household registration; organize temporary residence registration, manage the travel of foreigners in the locality.

In implementing ethnic and religious policies, the People's Committees of communes and towns have the responsibility to organize, guide and ensure the implementation of ethnic and religious policies; the freedom of belief and religion of local people according to the provisions of law .

In enforcing the law, the People's Committee of the commune performs the following tasks and powers:

1. Organize legal propaganda and education; resolve legal violations and minor disputes among the people according to the provisions of law;

2. Organize public reception, resolve complaints, denunciations and recommendations of citizens according to authority;

3. Organize the implementation or coordinate with competent authorities in the execution of judgments according to the provisions of law; organize the implementation of decisions on handling administrative violations according to the provisions of law.

The Ward People's Committee performs the tasks and powers prescribed in Articles 111, 112, 113, 114, 115, 116 and 117 of the Law on Organization of People's Councils and People's Committees and performs the following tasks and powers:

1. Organize the implementation of resolutions of the Ward People's Council on ensuring unified implementation of socio-economic development plans and urban planning, building civilized urban lifestyles, preventing and combating social evils, maintaining order, hygiene, cleanliness of neighborhoods, roads, sidewalks, public order and urban landscape; managing urban residents in the area;

2. Inspect land use by organizations and individuals in the ward according to the provisions of law;

3. Manage and protect technical infrastructure in the ward according to decentralization; prevent and handle violations of technical infrastructure according to the provisions of law;

4. Check construction permits of organizations and individuals in the ward; make records and suspend construction, repair and renovation works without permits, contrary to the provisions of the permit and report to competent state agencies for consideration and decision.
