Ealy Commune is a mountainous commune in the west of Song Hinh District, with the following geographical location:
The East borders Ea Bar Commune, Song Hinh District.
The West borders Gia Lai Province and Ea Kar District, Dak Lak Province.
The South borders Ea Bar Commune, Song Hinh District and Ea Kar District, M'Drak District, Dak Lak Province.
The North borders Gia Lai Province.
Ea Ly Commune has an area of 80.32 km², the population in 2016 was 6,706 people, the population density reached 84 people/km².
The commune has National Highway 29 and Truong Son Dong Road running through it, connecting with Dak Lak Province.
This is the specialized center of Song Hinh District in terms of economy, culture, and traffic hub, playing a role in promoting the socio-economic development of the southwestern region of Phu Yen Province. Foreign traffic in the province for raw materials, agricultural and forestry products. Trade, supply of goods to the southwestern region of Phu Yen province.
Before 2003, Ea Ly commune was the western part of Ea Bar commune.
In 2003, Ea Ly commune was established in Song Hinh district on the basis of 8,032 hectares of natural area and 3,104 people of Eabar commune.
Ea Ly commune is divided into 6 villages: Tan Yen, Tan Lap, Tan Binh, Tan Son, 2/4 and Zo village.
Economy
Sugarcane raw material area in Tan Yen village, 2/4, Zo village; Specialized area for 2-crop rice in Tan Lap. By 2022, Ea Ly commune will have 4,741 hectares of cultivated area, reaching over 100.04% compared to the proposed Plan. With the advantage of a mountainous area with many grazing grounds, the commune has exploited it by maintaining a herd of nearly 1,000 cows and paying great attention to crossbreeding and improving the quality of the herd. Specifically, by the end of 2022, the rate of crossbred cows in the commune will be 85%.
The industrial, handicraft and service sectors have made great strides. Currently, there are over 400 production and business establishments in the commune operating effectively, many households have purchased passenger cars, trucks, milling machines, and rice threshing machines to serve production and business.
The trade and service sector has developed rapidly and is increasingly modern with many rich and diverse forms. Currently, there is a market in the commune with more than 70 small traders operating to meet the needs of supplying essential goods to the people. In addition, there are more than 300 small-scale business service establishments with an average annual revenue of over 200 billion VND.
The economic models of combined agroforestry farms have developed well. Up to now, there have been nearly 550 households in the area that are good at production and business, with stable incomes, averaging from 50 to 100 million VND per year. From the 135 program and other capital sources, in the past 5 years, the commune has invested nearly 27 billion VND to build infrastructure. Thanks to that, the roads are paved and concreted to each village, and public works are solidly built.

The commune has 2 kindergartens, 1 primary school, 1 secondary school under the Department of Education.
Health:
The commune has 01 commune-level health station with 01 doctor and a number of doctors and nurses.
Planning:
On March 15, 2018, at the People's Committee of Song Hinh district, the Department of Construction organized the public announcement of the general planning project for the construction of Tan Lap town in Song Hinh district.
According to the project, Tan Lap town is planned with the entire administrative boundary of Ea Ly commune with an area of about 8,032 hectares. Of which, urban land is about 645 hectares along National Highway 29 and divided into 3 sub-zones, including: sub-zone 1 is the eastern gateway commercial and hub center; sub-zone 2 is the administrative, cultural, educational, and sports complex center associated with the western gateway commercial and hub center; sub-zone 3 is the commercial and service center.
The Department of Construction handed over all documents and maps of the project to the local management, and at the same time requested Ea Ly commune to continue to publicly announce it to each residential area and each person for information and implementation.
This is also the basis for the People's Committee of Song Hinh district and Ea Ly commune to establish zoning plans and detailed plans for areas to gradually invest in construction, striving to meet the criteria of a type V urban area by 2020.
